Restrict users to the warehouses they work in, and see exactly how many transfers and quants each of them will stop seeing before you switch it on
Restricting somebody to their own site is easy to switch on and hard to predict. It hides records, and hidden records look exactly like there being none - so the complaint that follows is never "the rule is wrong", it is "the system is broken", and it arrives from the warehouse floor on a Monday.

Nobody you did not name is affected
Anybody without a restriction keeps seeing everything, so you can add people one at a time and check each as you go - instead of switching on a rule that quietly narrows the whole company at once.
The three places people mean
Transfers, stock on hand, and the warehouse list itself. Records with no warehouse at all stay visible to everybody, because hiding those breaks the parts of Odoo that use warehouse-less transfers and explains nothing to the user.
It refuses two things
A restriction with no warehouses, which would hide every transfer and stock line from that person - archiving is how you turn one off. And a restriction on the superuser, which bypasses record rules by design and would do nothing while looking as though it did something.
Honest about the count
Honest about the countIt counts across the whole database rather than as that user, so the figure is what exists and would be hidden. Counting as the user would report zero the moment the rule was on, which is exactly the wrong reassurance.
Requirements, and what this is not
Odoo 19 Community or Enterprise with Inventory. It restricts what people see, not what they may do - which operations they can perform is access rights. It does not restrict by location within a warehouse, and it writes nothing to your stock.
