Sibyl NGO
Run a multi-tier welfare foundation on Odoo — the money, the casework and the delivery
By Sibyl Technologies. Donors, restricted funds, families and beneficiaries, eligibility-scored applications, committee review, field surveys, disbursements with vouchers, in-kind relief drives, interest-free micro-loans, full orphan-care records, volunteers and a public donation website — on top of standard Odoo accounting.
Not a hospital / school / pharmacy system. Those are separate applications. This app models the NGO side of healthcare and education: the financial aid, the fee and bill payments to providers, and the case files.
Territorial offices as a tree — every document numbered, nothing duplicated
National Head Office → Regional → District → City → Local (union-council) chapter. When you add an office the module automatically creates:
- its own document-numbering sequences for donations, receipts,
applications, disbursements, vouchers, distributions, loans and
projects — every number is namespaced to the office
(
PB-LHR/DON/2026/00001), so two offices never clash; - a dedicated analytic account (cost centre);
- its own cash / bank ledger account and a running-expense account, slotted under the parent's account subtree;
- an opening imprest journal entry for the cash float advanced by its parent office.
Donations, families, beneficiaries and disbursements all roll up the tree, so a regional or head-office view shows the consolidated totals.
Donations — general or restricted, Zakat-aware, receipted
A donation is general (unrestricted) or specific (restricted to a programme), classified Zakat / Sadqa / Lillah / Fitrana / Fidya / Qurbani / interest-disposal, paid by cash, cheque, bank, card, mobile wallet or in-kind. Marking it received posts the GL entry and issues a numbered receipt.
- Receipts in three layouts — formal A4 PDF, 80 mm
thermal, and raw dot-matrix text — each with a public
verification code (
/ngo/verify/<code>) and reprint tracking. - Donors sit on
res.partnerwith CNIC / NTN / passport, KYC state, Zakat preference, lifetime giving and automatic bronze / silver / gold / platinum tiers. - Campaigns & appeals with live progress, and pledges with automated follow-up activities.
- Donor-wise reporting — a pivot / graph of giving by donor, programme, fund, classification, method, source and month, and a printable annual contribution statement.
Twelve programmes, each a restricted fund
Education, Clean Water, Orphan Care, Persons with Disabilities, Healthcare, Interest-free Micro-loans, Food & Ration, Shelter, Emergency Relief, Livelihood, Widow Support and Zakat — plus a General Fund. Each programme owns a fund with a live sources & application statement:
opening + receipts + transfers-in + loan recoveries
− disbursements − in-kind − loans − transfers-out − admin = closing
The consolidated Statement of Application of Funds report covers every fund at once, and low-balance alerts flag funds that drop below a floor. Inter-fund transfers are recorded and approved.
Families keyed by card number — total aid, all-time, always visible
Every household is registered against its family card number (Family Registration Certificate, ration card or equivalent), kept unique. The record shows the total aid the family has ever received — cash, in-kind value and net micro-loans — across every programme and every year, with a per-programme breakdown, an assistance-history report, a poverty band from the PMT score, and a blacklist flag.
- Beneficiaries carry CNIC or child B-Form, vulnerability tags (orphan, widow, disabled, elderly, chronically ill, displaced, …), disability type & percentage, education, livelihood and disbursement routing.
- SQL uniqueness guards on CNIC / B-Form / family card, plus a duplicate scanner wizard (shared identity, same name + DOB, shared card, one beneficiary served by several offices).
Casework — scored, verified, committee-approved
An aid application carries a per-programme weighted eligibility checklist copied from the programme's criteria template. Each item is scored, mandatory items can hard-fail, and the total is measured against a pass mark. The form surfaces, before approval, how much this family has already received, its open cases, blacklist status and the fund balance.
Workflow: draft → submitted → screening → field
verification → committee review → approved / rejected →
disbursement → monitored → closed. Field surveys record
the home visit, verified income, GPS and a recommendation; committee
meetings batch applications for one decision session with minutes.
Disbursements, recurring support & micro-loans
- Disbursements — cash, cheque, bank, wallet, in-kind, or a payment made directly to a school or hospital on the beneficiary's behalf — with a printable payment voucher and automatic GL + fund posting.
- Recurring enrolments — orphan sponsorship, scholarships, widow stipends, monthly ration — a nightly job generates the periodic disbursements.
- Interest-free micro-loans (Qarz-e-Hasna) — instalment schedule, repayments, ageing / PAR, guarantors, and a revolving fund that recycles recoveries into new loans.
In-kind relief & give-aways
Ration and Ramadan packs, Qurbani meat, winter blankets and warm clothing, Eid kits, school kits, hygiene kits, wheelchairs and hearing aids, sewing machines and vocational kits, water filters, tents and flood-relief kits. A distribution drive records the items, a per-beneficiary list with tokens and signatures, a lightweight goods-in / stock ledger, a printable distribution register, and posts the valued goods against the fund. Every distribution counts toward the family's all-time aid total.
Projects & events
Water wells, hand pumps, filtration plants, classrooms, latrines, house construction, free medical and eye camps, vaccination and blood drives, iftar dinners, plantation drives and fundraisers — each with milestones, budget vs committed vs spent, estimated and actual beneficiaries, implementing partner, funding donors and a completion report.
Orphan care — the full record
Orphan status and parent history, guardians (relation, CNIC, income, primary / kafeel), education history year by year (institution, class, result, fees covered), periodic well-being / progress reports (health, nutrition, education, psychosocial, growth, photo), and the care mode —
- Financial support only (child lives with family)
- Placed in our care facility (residential home / hostel, with capacity and occupancy)
- Foster / kinship placement (supported)
- Education sponsorship (school fees + kit)
- Mixed package
The support package (fees / health / ration / clothing / shelter) drives an auto-created recurring enrolment. Donor ↔ orphan tracking works both ways: a donor sees every child they sponsor, a child shows all of its sponsors, with a correspondence log for the photos and reports shared. An age-out review job flags children turning 18.
Volunteers
Public sign-up, screening, an onboarding checklist (agreement, background check, orientation, ID card), skills and areas of interest, assignments tied to programmes / projects / distributions, logged and verified hours, and an appreciation certificate.
A public website that raises money
An animated landing page with live impact counters pulled from
the database, a programme grid, active appeals, a step-by-step "how your
Amanat is handled" section, an online donation form
(/donate) and a volunteer sign-up form
(/volunteer) that both create real records, programme and
appeal pages, and the receipt verification page — in a warm
green / gold humanitarian theme with scroll-reveal animations.
Overview
Security
Roles for Donor Desk / User, Officer, Finance, Committee Member and Manager. Record rules scope non-managers to their own office subtree, so a district team sees only its district's donors, cases and disbursements.
