Doesn't seem to work

I just tried installing this on V11 CE (recent code from github) and it doesn't appear to be working properly. I can see the update button from the kanban view in 'Apps', but when I log out and log back in, the developer mode is still not activated. My user is definitely in the 'Developer' group as well. Has this module been checked lately on recent Odoo source code to make sure it's still working properly?
