If this module is installed then Cost price is hidden for all users:

Select this group on user settings to show cost price to user. Then cost price will be show to selected user.

I recommend my module: https://apps.odoo.com/apps/modules/12.0/dusal_product/ It's not free but more views secured for show. Not only on product view.
