How It Works
To Allow user level payment method on website shop.
Go to website -> Configuration -> eCommerce - Payment Acquirers..
If you want to allow User level Payment method Install a method and set your credentials.
From website - Orders - Customers Set this payment method for Customer to whom you want to allow this method.
Here you can see that This user is only allowed to see paypal payment method.
This User cannot see any payment method because any payment method is not set by us for this user.
Select Is Public Option to show this payment method for all users
Here you can see that all users can see This payment Method
