Go to Settings open any user

Check the configuration below technical, where there is a settings for activating the restriction

Login with the user credentials, Open any module to create a product. The user will not be able find the create button

When you try to archive or unarchive a product, you will get a warning message with restriction

When you try to delete a product, you will get a warning message with restriction
