Delivery Handling Charges
The module called Delivery Handling Charges in the Shipping Method that automatically adds the handling charges per order when the Handling Limit is set to the desired level in the Shipping Method.

Easy Configuration
To Navigate this functionality Go to Sales > Configuration > Shipping Methods. And set the limit in the "Handling Amount Limit" based on your requirements.
Once you have proceeded to Sales > Orders > Quotations, and clicked on "Add Shipping" when your total amount would be below your limit, then you will automatically be able to receive the Handling product when your total amount will come under your limit.
It will also reflect in the website, when you choose the shipping method for your order,it will show the handling charges,if it satisfy the condition.
