Upload Local video using website builder

Allows users to upload local video using snippet in website builder.Change the behavior of uploading video, when user build website, they can select video from their computer and upload to server

We have use uppy for upload video, if you want use webcam, make sure your odoo server runing in https, and if you want to use screenshot, you can only run in local or with domain name.

We only include chinese and english language locale package of uppy, if you want use another language, you may need to download the locale package you need.
