How does this work exactly? 

Will this help with this scenario, where one product can be manufactured in different locations if one is not available? 

Station 1 is closed so you can move production to station 2

No, this application is not fit for your concept.

This application used for create the same operations for multiple BoMs. 

Ex. If you have existing operation A and you would like to use this same operation for another BoMs then this application auto generate operations for those BoMs.

We can also develop the another application as your requirement you can contact us on.
