Context

Based on Resolution No. 60-NQ/TW dated April 12, 2025 of the Central Executive Committee of the 13th Party Congress, officially effective from July 1, 2025, this module supports the reorganization of provincial-level administrative units, transitioning to a two-tier government model (provincial and communal levels). After the merger, the country will have 34 provincial-level administrative units, replacing the district level and streamlining the communal level.

This module helps update address data for any model based on Vietnamese administrative units. It provides tools to map old administrative units to new ones and automatically update address data across the system.
