You can import the product pack the same way you import a product in Odoo. Below, I have provided a URL to a blog explaining how to import in Odoo 17 using Excel. You only need to match the fields and values properly. Here are some of the columns you need to ensure are in your Excel file: Is a Pack, Pack Products/Quantity, Pack Products/Total Quantity, Pack Products/Product/External ID.
