Users Journals Restriction
Restrict Journals to Specific User (User Form)
Enable developer mode then access to User Form then enable "Enable Journal Restriction" checkbox in "OTHER" section.
After enabling "Enable Journal Restriction", You have to add the allowed journals to a user, Otherwise he will not be able to see any journal.
If "Enable Journal Restriction" group not set,a user will be able to access all journals even if you added allowed journals for him.
In the below screenshot, Demo user restricted to the selected journals.

Demo user - Error when try to create a new journal entry because he is not allowed to use any Miscellaneous Journal.
Restrict Users to Specific Journal (Journal Form)
If you already enabled "Enable Journal Restriction" in User form, you can also restrict users to to specific journal from Journal form.
This way will allow any user has access to Journals to restrict users so to add access control to this, the "Allowed Users" field in Journal form will be shown only for admins or anyone has "Enable Access to Restrict User" group.
