为制造和库存增加增强的MTS+MTO补货规则。产品优先从库存获取（MTS），预测数量不足时自动触发MTO规则进行补货。适用于成品、半成品、原材料，支持采购和制造订单。
Enhanced MTS+MTO procurement rule for manufacturing and stock. Products take from stock first (MTS), auto trigger MTO rule when forecasted qty unavailable. Apply for finished goods, semi-finished, raw materials. Support purchase and manufacture.
