Uganda PAYE Payroll for Odoo
URA PAYE bands, NSSF 5%/10% and the Local Service Tax — computed per employee
Run statutory Ugandan payroll directly in Odoo. This module computes PAYE, NSSF and the Local Service Tax (LST) for each employee, produces a payroll register (CSV and Excel) and a statutory remittance summary split by collecting agency (URA, NSSF, Local Government). It is built on the Human Resources app and carries its own payslip and computation models, so it needs no Enterprise payroll. Compatible with Odoo 18 and Odoo 19, Community and Enterprise.
PAYE on the URA scale
Pay As You Earn is computed on monthly chargeable pay using the Uganda Revenue Authority resident progressive scale — nil up to UGX 235,000, then 10%, 20% and 30% marginal bands — plus the additional 10% levy on monthly pay above UGX 10,000,000. Every band is an editable record, so you adjust the scale the moment the law changes without touching code.
NSSF 5% + 10%
National Social Security Fund contributions follow the NSSF Act: 5% from the employee and 10% from the employer on gross pay. An optional contribution ceiling and a per-employee voluntary top-up percentage are supported, and the employer 10% flows into the employer-cost total.
Local Service Tax
LST is assessed on monthly gross against the editable Second-Schedule band table, capped at UGX 100,000 a year, and deducted in four equal instalments between July and October — exactly as local governments require. A single switch lets you spread the annual amount evenly across all twelve months instead.
Payroll run & register
Create a monthly run, populate it from employees with a gross salary, and compute NSSF, LST, PAYE and net pay in one click. Run totals roll up automatically and you export a payroll register as CSV or Excel for your records and bank file preparation.
Statutory remittance summary
A summary wizard totals PAYE, NSSF and LST for any run and groups them by the agency you remit to — URA for PAYE and LST, NSSF for the pension contributions — so you know exactly what to pay each body for the period.
BYOK and private by design
Every figure is computed locally by a fully unit-tested Python engine. Nothing is transmitted to any third party: you file the results through URA, NSSF and your local government with your own credentials. The URA TIN field is validated to the ten-digit format on entry.
What you get
- PAYE on the editable URA resident band scale, with the high-income 10% levy.
- NSSF employee 5% and employer 10%, with optional ceiling and voluntary top-up.
- Local Service Tax on an editable schedule, capped and collected July–October.
- URA TIN format validation on the employee record.
- Monthly payroll run with per-employee lines and automatic totals.
- CSV and Excel payroll register export.
- Statutory remittance summary grouped by collecting agency.
- Own payslip models — no Enterprise payroll dependency.
- Compatible with Odoo 18 and Odoo 19, Community and Enterprise.
All rates, bands, schedules and limits carry the current statutory defaults; confirm them against the latest official URA, NSSF and local-government guidance before running live payroll.
