Settings => Users & Companies => Click " Users " Open Users list view
Open the Administrator user, go to the Access Rights tab, and under Sales Salesperson Commission, set the Sales Manager to Sales Salesperson Commission.
Sales => Commissions => Click "Commissions" (open the commission list view)
