Employees (or HR on their behalf) enter the redesigned 2020+ Form W-4 exactly as its five steps read — filing status, multiple-jobs box, dependent credits, other income, deductions and extra withholding — plus a state withholding election for every state they work in. Each election is version-controlled: when anything changes, the previous certificate is superseded and a full snapshot is kept, so you always know what was on file on any given pay date. A built-in IRS Publication 15-T percentage-method engine turns the election into a real federal (and state) withholding amount for any pay frequency, ready to feed into payroll.
