Provide access rights to user
Navigate to Settings -> Users & Companies -> Users -> Point of Sale Tab If you want to give this user the right to modify the minimum & maximum purchase quantity for a product in POS, check this radio button.

Setting the quantity limit on Products for POS
Navigate to Products -> Select Product -> Sales Tab Under the Point of Sale Column, the user will get an option to set the minimum and maximum quantity for this product in POS.
