Global Withholding Tax Certificate Engine
Capture, number and certify withholding on vendor payments
A country-agnostic engine that withholds tax on vendor payments, issues legally numbered withholding-tax certificates to your payees, and rolls them up into the annual withholding summary you file with the tax authority. Compatible with Odoo 18 and Odoo 19.
What is inside
Per-country templates
Built-in profiles for Kenya (KRA), South Africa (SARS), Philippines (BIR 2307), India (Form 16A) and Nigeria (FIRS), plus a generic fallback. Each carries the official form name, certificate prefix, verification portal and an income-type catalogue with editable default rates and thresholds.
WHT on vendor payments
Flag a vendor as subject to withholding, pick an income type, and the engine computes the withheld amount with per-payment thresholds and can auto-create a draft certificate the moment a payment posts.
Numbered, self-checking certificates
Every issued certificate gets a unique serial with a real control digit: ISO 7064 MOD 97-10 (the IBAN scheme) or Luhn mod-10 per the country template, so a transcribed number can be verified offline.
Real arithmetic
Decimal, half-up rounding, gross-up back-solve for net contracts, multi-rate apportionment and rounding reconciliation so a certificate total always equals the sum of its lines.
Tax-ID validation
Structural validators for KRA PIN, India PAN, the SARS income-tax reference (mod-10 check digit) and a permissive generic TIN, applied to the agent and payee before a certificate can be issued.
Annual summary
Aggregate issued certificates over any period, grouped by payee or income type, as the basis for the annual withholding return, with a clean printable certificate PDF for each payee.
Built to extend
The income types and rates are data, not code: adjust them per company, add your own country template, and the numbering, validation and certificate layout follow automatically.

This module performs no external transmission and stores no third-party credentials. Certificates are generated entirely inside your own database.
