Yes. Assign a chart to a product and it is available across all of that product's variants; use bulk assignment to apply one chart to many products at once.

Yes. Each chart has a content type of Measurement Table, Image or Text, so you can match the format to the product category.
Do I need to know HTML to build a chart?
