§99 BetrVG personnel measures (Einstellung / Versetzung / Eingruppierung / Umgruppierung): the council has one week to respond. Silence after the week counts as deemed consent (Zustimmungsfiktion, §99 Abs. 3). The module records the request, the deadline, the council's answer and — if the council refuses — the catalogue of permitted objection grounds (§99 Abs. 2 Nr. 1-6). §102 BetrVG dismissals (ordentlich / außerordentlich): the council has one week for an ordinary dismissal and three days for an extraordinary one. A dismissal pronounced before the hearing is concluded is void; the module blocks "dismissal cleared" until the hearing is properly closed or the deadline has lapsed. A statutory-deadline engine that computes each due date, flags overruns, and raises Odoo activities so nothing is missed. Full audit trail (chatter + immutable log lines) of who was informed, when, with which documents and what the council answered — exactly what a labour court asks for. Reusable measure-type catalogue and objection-ground catalogue, seeded with the BetrVG references, plus a wizard to record the council's decision in one guided step.
