Standard Odoo has no concept of workplace safety. HSE officers end up tracking incidents in one spreadsheet, inspections in a paper checklist, permits to work in an email thread, and PPE issue dates in someone's memory - with no shared system tying it all together or surfacing what needs attention today.

This module adds a full occupational safety and health lifecycle as its own native Odoo 19 app. Report and investigate incidents through to closed-out corrective actions; run scheduled or ad-hoc inspections from reusable checklist templates; score risk on a likelihood x severity matrix with residual risk after controls; route permits to work through a submit/approve/activate/close workflow; track PPE issue and expiry per employee; log emergency dispatches and drills against configurable response teams; schedule safety training and auto-issue certifications with expiry reminders - and see it all on one live dashboard, including a days-without-incident counter.
- Incident Management: near miss, first aid, medical treatment, lost time, property damage, environmental and security incident types, with an investigation workflow (Reported -> Investigating -> Action Required -> Closed) that blocks closing until every corrective action is done
- Corrective / Preventive Actions: per-incident action list with responsible person, deadline, overdue highlighting and automatic reminders
- Safety Inspections: five ready-to-use checklist templates (General Workplace, Fire Safety, Electrical, PPE Compliance) auto-populate the checklist when an inspection starts; each line scores Pass/Fail/N-A and a failed line can raise an incident in one click
- Risk Assessment: a likelihood x severity matrix with an automatic Low/Medium/High/Critical rating, plus a second rating for residual risk after additional controls are applied
- Permit to Work: hot work, confined space, working at height, excavation, electrical and lifting permits with a Draft -> Submitted -> Approved -> Active -> Closed workflow, an optional linked risk assessment, and automatic expiry once the validity window passes
- PPE Tracking: a PPE catalogue with default lifespan and standard reference (EN/ANSI), per-employee assignment that auto-computes an expiry date, stock levels with reorder alerts, and reminders before renewal is due
- Emergency Response: configurable response teams (fire, medical, spill, evacuation, rescue) and a dispatch log for real incidents or drills, with response time and outcome, and one click to raise a formal incident from a dispatch
- Safety Training & Certification: schedule a training session, mark it completed, and a certification is automatically issued to every attendee with an expiry date computed from the session's validity period - certifications flip to Expiring Soon / Expired automatically
- Live Dashboard: days-without-incident hero counter, open/critical incidents, overdue corrective actions, inspections due, incident closure rate, high/critical open risks, active/expiring permits, expiring/expired certifications, an incident trend chart and a severity breakdown - every tile is clickable through to the underlying records
- Automated Reminders: configurable reminder windows (Configuration -> Settings) for inspections due, permits expiring, PPE expiring and certifications expiring, each delivered as a task on the responsible person, plus a weekly summary email to HSE Managers
- PDF Reports: Incident Report and Permit to Work reports, printable straight from the record
- Contractor Portal: external contractors can log in and track the status of their own permits to work online, without any backend access

Report an Incident
Anyone with access can log an incident from Health & Safety -> Incidents: type, severity, department, injured persons and witnesses. Starting the investigation and marking Action Required both build an automatic paper trail on the record.
Create Corrective Actions and Close the Loop
Click Create Corrective Action on the incident to assign a responsible person and deadline. The incident can't be closed until every action is marked Done, and anything overdue is flagged automatically.
Run a Scheduled Inspection
Pick a checklist template under Inspections -> New and click Start Inspection - the checklist items load automatically. Score each line Pass/Fail/N-A; a failed line can raise an incident with one click, and the overall Pass/Partial/Fail result and score % are computed live.
Assess Risk and Issue a Permit to Work
Score a Risk Assessment for the activity (likelihood x severity -> automatic risk level), then link it to a Permit to Work for hot work, confined space or working at height. The permit moves through Submitted -> Approved -> Active -> Closed, and auto-expires once its validity window passes.
Track PPE and Book Training
Issue PPE to an employee and the expiry date fills in from the PPE type's default lifespan. Schedule a Training Session, add attendees, and click Mark Completed - a certification is issued to every attendee automatically, with its own expiry countdown.

Incident Closed With Its Corrective Action
A near-miss that went all the way through Reported -> Investigating -> Action Required -> Closed - the corrective action tab shows the operator retraining that was required and completed before closure was allowed.
Critical Lost-Time Injury With an Overdue Action
A fall from a ladder with 14 lost-time days, still under investigation. Its corrective action's deadline has already passed, so the responsible manager has automatically been flagged.

Recurring Inspection - Next Occurrence Auto-Created
This inspection scored 80% (one failed line, with a one-click Raise Incident action next to it). Once its Next Inspection Date arrived, the follow-up inspection was created automatically and linked back here - no one had to remember to re-schedule it.

Maker-Checker: a Different Approver Than the Assessor
This "High" risk hot-work assessment was assessed by Safety Officer Nadia Farouk and approved by HSE Manager Tarek Selim - a different person. For High/Critical risk, the system blocks the same user from doing both.
Permits to Work
Permit List - Every State at Once
Draft, Submitted, Rejected, Active and Closed, all in one register - Submitted is intentionally stuck there because its risk assessment isn't approved yet.

Configuration
Reminder Settings
Configure how many days in advance the inspection, permit, certification and PPE reminders go out - all in one settings screen.
A dedicated online page gives an external contractor a self-service view of their own permits to work - no backend access, and no visibility into any other contractor's records or the underlying risk assessment.
Logged in as "Al Amal Construction Portal" - automatically restricted to only the permits issued to that contractor.
Status, validity window, work description and precautions - read-only, with a one-click PDF download of the same report available in the backend. The contractor can track status; only HSE staff can author or approve the permit.
Three backend access levels keep reporting, day-to-day HSE operations, and configuration cleanly separated - with support for organizations running multiple companies.
- Install the module from Apps - it depends only on Discuss and Employees, both part of the Odoo Community base.
- Open Health & Safety -> Configuration -> Settings to set reminder windows for inspections, permits, PPE and certifications.
- Assign the Safety Officer or HSE Manager group to the relevant users under Settings -> Users.
- Start reporting incidents, scheduling inspections and issuing PPE - the dashboard fills in as data comes in.
