LeapAI Unified Contracts System
LeapAI Unified Contracts System is a purpose-built contract lifecycle management platform for Saudi Arabia's electricity sector. Aligned with the Saudi Ministry of Electricity's procurement and contracting regulations, it manages the entire journey from competitive tender through bid evaluation, contract award, interim payment certificates, bank guarantees, to final closeout.
Built on Odoo 19, fully bilingual Arabic–English, with native support for Saudi VAT 15%, Nitaqat compliance, CR and VAT registration numbers, Saudi IBAN format, and the Kingdom's 6 administrative regions.
Tender & Bidding — المناقصات
Manage open, limited, direct, and framework tenders. Track bidder Nitaqat colors, technical (70%) and financial (30%) weighted scoring. Auto-mark the winning bidder and transition the tender to Awarded state.
Contract Management — إدارة العقود
Full contract details including lump-sum, unit-rate, turnkey, and framework types. Contractor CR, VAT, IBAN tracking. Live financial summary: certified, paid, balance, and completion percentage.
Payment Certificates — شهادات الدفع
Interim (IPC) and Final (FPC) payment certificates. BOQ line items, cumulative quantities, retention deduction (10%), advance recovery, VAT 15%, net payable auto-calculated. Full approval workflow.
Bank Guarantees — الضمانات البنكية
Bid bond (2%), performance (10%), advance payment, and retention/maintenance guarantees. Automatic expiry alerts at 30 days (warning) and 14 days (critical). Extend, release, claim, or expire actions.
Contract Amendments — تعديلات العقد
Value increase/decrease, time extensions, scope changes, or combined amendments. On approval, automatically updates the contract value and/or end date. Manager approval workflow.
Expiry & Alert System — نظام التنبيهات
Automatic monitoring of guarantee expiry dates. Color-coded alerts: green (safe), orange (30 days), red (14 days), grey (expired). Never miss a guarantee renewal.
🔨 Bid Bond — ضمان ابتدائي
Submitted with tender to ensure bidder seriousness. Typically 2% of estimated value. Released after award.
🏆 Performance Bond — ضمان حسن التنفيذ
10% of contract value. Held throughout execution to guarantee contractor performs obligations.
💵 Advance Payment — ضمان الدفعة المقدمة
Equal to the advance paid (10%). Reduces proportionally as advance is recovered from IPCs.
🔧 Retention/Maintenance — ضمان الصيانة
Replaces cash retention after project completion. Held during defects liability period.
