Administrators can configure which print actions are hidden for Specific Users or Companies,

Setup & Configurations
Only users with Administration - Settings access can manage the Print Action Visibility Configurations.
From the Report Action Form view, you can control Hide Report based On - (User, Company)
For User-based report action hide, you can choose users for whom the report should be hidden
For Company-based report action hide, you can choose the company for which all users should have the report hidden
