Key Features

Track National, GCC and Expat workforce ratios, set department quotas, guard expat hiring and print monthly nationalization snapshots

Classify your people

Mark each employee and applicant as National, GCC or Expat with a single field. The category auto-defaults to National when the employee's country matches your company's country.

Department targets

Set a Target National Ratio (%) on each department. The app shows the live status — On Target, At Risk or Below Target — and exactly how many nationals you still need to hire.

Workforce analysis

Slice the whole workforce by department, job and company in a pivot table and bar chart, with one-click filters for National, GCC, Expat and Unclassified.

Recruitment guard

When hiring an expat would keep a department below target, the app can warn you or block the hire — choose No Check, Warn Only or Block Hiring in a simple company setting.

Monthly snapshots

A stored snapshot of every department's numbers is created automatically each month (and on demand). Open any snapshot and print it as a PDF for your records.

HR action items

A kanban board for follow-up tasks such as hire 2 nationals in Sales, with a responsible person, deadline, priority and status. Create one straight from a department that is below target.

Employee & applicant integration

The Workforce Category field appears on both the employee and applicant forms with group-by filters, so recruitment and HR share one classification.

Multi-company ready

Record-level rules keep each company's snapshots and action items separate, and the dashboard computes ratios for the companies you are allowed to access.

User guide

Install the module, classify your employees as National, GCC or Expat, set a target ratio on each department, and let the dashboard, recruitment guard and monthly snapshots keep your nationalization quota on track.


1. Install the module

  1. Open Apps, remove the Apps filter, and search GCC Nationalization Quota.
  2. Click Install. The standard hr and hr_recruitment apps are installed automatically as dependencies.

2. Configure targets and enforcement

  1. Go to Nationalization > Configuration > Settings and choose how recruitment reacts to a quota breach: No Check, Warn Only, or Block Hiring.
  2. Open each department (Nationalization > Configuration > Department Targets) and set its Target National Ratio (%).
  3. Open your employees and set their Workforce Category (National, GCC or Expat). It auto-defaults to National when the employee's country matches your company's country.

3. Watch the dashboard and analyse

  1. Open Nationalization > Quota Dashboard for a colour-coded kanban of every department; switch to the list view for a tabular comparison.
  2. Each card shows the National ratio vs target, the headcount breakdown and how many nationals to hire to reach the target.
  3. Use Nationalization > Workforce Analysis to pivot or chart the workforce by department, job and company, with filters for National, GCC, Expat and Unclassified.

4. Hire safely

  • Tag each applicant with a Workforce Category on the applicant form.
  • When you create an employee from an expat applicant in a department that is below target, the app warns you (or blocks the hire, if set to Block Hiring) and posts a note on the applicant.
  • The new employee inherits the applicant's Workforce Category automatically.

5. Snapshots and action items

  • A monthly snapshot of every department is generated automatically by a scheduled action; you can also generate one on demand from Nationalization > Monthly Snapshots.
  • Open any snapshot and click Print to export a PDF for management or audits.
  • From a department that is below target, click Create Action Item to plan the work; drag cards across the Action Items kanban as you progress.

Frequently Asked Questions

1. What does "Nationalization Quota" mean here?
It is an internal HR metric: the percentage of your workforce classified as National. This module tracks that ratio per department, lets you set a target, and helps you keep recruitment from pushing a department below it. There is no connection to any external Nitaqat or government API.
2. How are employees classified?
Each employee and applicant has a Workforce Category field with three options: National, GCC or Expat. When an employee's country matches your company's country, the category auto-defaults to National. Unclassified employees are counted separately so you always know who still needs categorising.
3. How is the quota status calculated?
Each department compares its current National ratio against its Target National Ratio. On Target means at or above the target; At Risk means within 5 points below it; Below Target means further under. The app also computes exactly how many nationals you need to hire to reach the target.
4. What happens when I hire an expat in a below-target department?
You choose the behaviour in Settings: No Check (do nothing), Warn Only (post a warning on the applicant), or Block Hiring (stop the hire with an error). The check runs when you create an employee from an applicant, and a live warning also appears while editing the applicant.
5. What is a monthly snapshot?
A stored record of every department's headcount and National, GCC and Expat counts and ratios on a given date. A scheduled action creates one automatically each month, and you can generate one on demand. Any snapshot can be printed as a PDF.
6. What are Action Items for?
They are follow-up tasks (for example, hire 2 nationals in Sales) tracked on a kanban board with a responsible person, deadline, priority and status. You can create one directly from a department that is below target to plan the hiring needed to close the gap.
7. Is it compatible with Odoo 19?
Yes. This module targets Odoo 19.0 and works on both Community and Enterprise editions. It depends only on the standard hr and hr_recruitment apps — no third-party or external integration is required.
