Customer offline queue
Queue partner creates and updates when the terminal is offline, then sync safely when connectivity returns.

- Caches partner operations locally when offline mode is active.
- Flushes queued RPCs when the session is online again.
- Uses conflict-safe ordering as implemented in the module service.
