Applying a blanket "this customer is exempt" flag without those checks is exactly what auditors look for. This module enforces all three conditions before any tax is removed.
Exempt-customer profile on the partner
a tax-exempt flag, a default exemption basis (resale, non-profit, government, agricultural, manufacturing, other) and the list of jurisdictions the customer claims exemption in.
Exemption Certificate model
certificate number, issuing state, basis, issue and expiry dates, the covered jurisdiction(s) and the scanned certificate document as an attachment.
Real validity logic
a certificate is valid only when it is active and on file, has a document attached, is not past its expiry date, and explicitly covers the order's ship-to state.
Conditional zeroing
taxes on a quotation / sales order are removed
only when a valid certificate covers the ship-to state
When no valid certificate is found the order is left fully taxed and the user is warned that tax should apply.
Per-order audit trail
every apply, removal and warning is logged with the basis, certificate, ship-to state, user, timestamp and the tax amounts before and after, so you can defend every exempt sale in an audit.
Daily expiry monitoring
a scheduled action flags certificates that have passed their expiry date and warns about certificates expiring soon.

Why Choose This Module
This module works on quotations and sales orders before invoicing. The official tax on a posted invoice is still produced by Odoo's standard fiscal/tax engine, which will honour the cleared taxes carried from the order line.
