VIES total disable constraint
Disables automatic VAT number validation on contacts; validation only runs when explicitly requested via the do_control_vat context flag.
What you get

Configuration and use
Install the module; no configuration. Contacts can then be saved with any VAT value without triggering the constraint-based validation error. Use this on databases that receive VAT numbers from external systems in formats Odoo would reject; if you only need to bypass validation in specific import flows, prefer the lighter VIES disable constraint module instead.
Technical note
Extends base_vat only. Note that it neutralises the constraint-based check; VAT normalisation performed by other base_vat code paths is not affected.
