Global Withholding-Tax Rule Packs
Configure per-country WHT rates, thresholds and rules â no code, no localization lock-in
One engine, every jurisdiction
Withholding tax is configured differently in every country: India deducts TDS at section rates with single and aggregate thresholds, the US applies backup and FDAP withholding, the Philippines runs expanded withholding tax. Instead of a separate hardcoded module per country, this app gives accountants a rule-pack framework: model any jurisdiction as data â rates, thresholds, residency conditions and rounding â and the engine does the arithmetic.
Rule packs per country
Group withholding rules into a country-scoped pack with an effective period. Validate consistency, then activate. A draft pack never withholds money â nothing applies until you review and activate it.
Rich rule model
Each rule carries a statutory rate, a single-payment and/or cumulative year-to-date threshold, a no-TIN penalty rate, an optional surcharge, a floor and cap on the withheld amount, residency conditions and a validity date window.
Threshold logic that matches reality
Choose how a threshold triggers: per single payment, on the cumulative year-to-date total, or on either limit. The engine explains exactly why a payment was or was not withheld.
Configurable rounding
Round the withheld amount the way your authority requires: two decimals half-up, banker's rounding, nearest whole currency unit (e.g. nearest rupee for Indian TDS), or truncation.
Compute, explain and log
The compute wizard takes a base amount and a payee context (resident or non-resident, has a tax ID or not, year-to-date paid) and returns the applicable rule, the effective rate, the withheld amount and the net payable â with a full human-readable trace. Results can be logged as audit records, which the certificate builder aggregates into per-payee withholding certificates and period remittance summaries.

Starter rates included
The module ships starter rule packs seeded with real, published domestic withholding rates â India TDS (sections 194J, 194C, 194I, 194H), US backup and FDAP withholding, and Philippine expanded withholding tax â each citing its statutory source. They load in draft so you can review, adjust to the current Finance Act / Revenue Regulation and activate. The framework itself is country-agnostic: add your own packs for any jurisdiction.
Scope & disclosure
This module computes withholding inside your Odoo database. It does not file or transmit anything to a tax authority and does not replace professional tax advice. The seeded starter rates are provided for convenience; verify the current statutory rate and threshold for your jurisdiction before activating a pack. Community-base only â no Enterprise dependency.
