I've Installed several other addons with no issues, on my Odoo 17 Community running on Ubuntu 22.04, but this one doesn't even show up on the Apps List.

Please ensure that the custom addons path is correctly configured and try updating the app list again.

installed this module but how can I turn it on or off? how can I use it?

There is no way to turn it on and off. You can uninstall it if you don't want.
