Send Log Note As Email to Followers/Users
In odoo chatter log, you can not send log a note via email to all followers or users. This odoo application will send notification emails when any Note is Logged into chatter of the document, It will send notification emails either to the followers of the document or some authorized users based on configuration

You can configure Log Note Notification from Settings > General Settings > Log Note Notification Configuration

You have to configure models on which you want to send notification emails, e.g. you have configured Sale Order and Purchase Order
in models so when any note is logged on Sale Order or Purchase order at that time notification emails will be send

Notification emails will be sent to either the Followers of the document or some Authorized Users base on configuration

User with Allow to receive Log Note Notifications right are considers as authorized users
