After Installing the module go to shipping methods of the sales configuration
Where you can define a new shipping method or update the existing one , Here I ahve created a new method "Transportation"with based on rules.
Here in my first rule I have defined that if my total taxed price is less than or equal to 125$ than add 77.50$ as shipping cost.
Similarly, in my second rule I have defined that if my total taxed price is less than or equal to 2000$ than add 65$ as shipping cost.
Similarly, in the third rule I have defined that if my total taxed price is more than 2000$ than no shipping charges will be applied.
Now how does this rules applies on Sale order.Rule 1

Now in my shipping method rules I will change the delivery cost from taxed to untaxed price and then see the changes in sale order.
Here you see the shipping cost is applied on the untaxed amount(taxed amount has already surpassed the conditional price) Condition 1
