Assign 'Import & Export User' group to grant access.
Access the 'Import/Export User' menu.
Click 'Import/Export User' to open the wizard and download a sample Excel.
This is how the Excel file should look like to import users.
Upload the Excel sheet and click 'Import File' to import users.
After import, records are created from the Excel entries.
To export, select 'Export' and then click 'Export User'.
