Enable the stop subscription feature and choose the models.
Before sending the quotation:
Adding extra recipients.
After sending the mail, the followers remains same.
Assume Purchase model is added in the settings : Before sending RFQ
Adding extra recipients and send.
After RFQ send ,the followers remain same.
You can Choose the models on which the subscriptions needs to stopped.
This module assures a control over the followers for records in the specified models.

That is not possible. You can restrict anyone accessing the records, but not someone specific.
