No, you will have to purchase the theme for the new Odoo version. As per the new policy of Odoo, starting from version 13.0, every version of the module is to be bought separately.

Can I resell or distribute the theme?

This theme support any Odoo version from v15, we are currently making tests on the Odoo 17 version. Since Odoo team always work on the web module, we are testing on every change till Odoo 17 community will be stable. We want to ensure that is 100% working so we don't disturb our customers.

We planned to publish it before 15 Febrary.
