Opens a wizard to add vehicle part conditions. If the entered condition exceeds 100%, the system shows a warning and prevents saving. Only values between 0% and 100% are allowed.

The system displays a validation error when a condition value greater than 100% is entered, such as 105%, preventing the record from being saved.
